Der Gipfel in Laulasmaa (Estland) 21.06.2004 Das Protokoll der Zuarbeiter Council of the Baltic Sea States At the invitation of the Minister of Foreign Affairs of Estonia representatives of Denmark, Estonia, Finland, Germany, Iceland, Latvia, Lithuania, Norway, Poland, Russia, Sweden and the European Commission met in Laulasmaa on 21 June 2004 for a meeting of Ministers Deputies of the Council of the Baltic Sea States (CBSS). The Ministers Deputies reflected on the future role of the CBSS also in view of the coming Summit. They stressed that the CBSS co-operation should continue to be demand-driven and based on agreed priorities. They expressed their gratitude to the Estonian Chairmanship for preparing a revision of the Terms of Reference for the CBSS and look forward to the finalisation of this work during the incoming Polish Chairmanship. The Ministers Deputies adopted Terms of Reference for the Permanent International Secretariat (Secretariat) . The Ministers Deputies endorsed the annual report to the CBSS by the Committee of Senior Officials (CSO). The Ministers Deputies welcomed the final report of the CBSS Commissioner on Democratic Development and took note of its findings and recommendations in the field of democratic development. The Ministers Deputies welcomed the 5-Year Review of the Secretariat as a valuable input and expressed general satisfaction with the work of the Secretariat. They instructed the CSO to undertake appropriate measures to adjust the work of the Secretariat to its Terms of Reference. The Ministers Deputies thanked Estonia for chairing the CBSS during 2003-2004. They entrusted Poland with the chairmanship for the period 2004-2005. During this period Estonia, Poland and Iceland will compose the Troika.
